Fixes F1 from the #2557 review. This PR was stacked on #2557 (head 9f2ebfc829684052b526b06874f3c6f725ec608d). #2557 merged on 23 October 2026 at 04:16Z (merge commit b1dbf8b03), and GitHub retargeted this PR to main. It is still a draft: the hub owns review and landing.

The April 2027 Pension Credit standard minimum guarantee previously rose only 2.3%, below May–July 2026 earnings growth of 3.9%. This PR projects the guarantee, and the three lower pension-age Housing Benefit personal allowances that equal it, using the earnings input the triple lock already uses. The Savings Credit maximum is uprated by September CPI. Projected Savings Credit thresholds are SMG − maximum / phase_in. The three higher pension-age HB allowances are SMG + maximum. Published historical amounts are retained.

I read SSAA 1992 s150A: subsection (1)(d) includes the guarantee and (2) sets an earnings minimum. There is no additional CPI floor. The projection uses earnings alone and holds amounts when earnings fall; discretionary published increases remain explicit. This differs from the State Pension triple lock. The new earnings index retains full precision so rounding index levels cannot undercut the earnings floor.

Review fixes (head 566b0b9aa)

The hub's review of 2db324bb6 (~/reviews/uk-hub/reviews/uk2576/REVIEW_2576.md) approved the guarantee correction and raised two P2s. Both are fixed, along with a third defect found while running the tests.

  1. The higher HB allowances are derived from their two parts. These are the allowances for people who reached State Pension age before 1 April 2021 (housing_benefit/allowances/{single,couple,lone_parent}/aged.yaml). DWP HB circular A3/2021 paragraph 3 says each is "the Standard Minimum Guarantee (in Pension Credit) plus the maximum amount of Savings Credit". 2db324bb6 instead uprated the whole allowance by earnings, which overstated the part that follows CPI.
    • The three leaves now have no uprating.
    • The new create_pension_age_allowances.py runs after general uprating, on the main tree and its baseline copy, as the threshold projection does. For each year after an allowance's last published amount, it sets the allowance to the projected guarantee plus the projected maximum.
    • A lone parent's allowance uses the single amounts.
    • Every stated amount is retained. A new test checks each published amount from 2019-20 to 2026-27 against DWP's published guarantee and threshold. All 24 year and allowance pairs equal SMG + 0.6 × (SMG − threshold) rounded up to the next 5p.
  2. A zero Savings Credit phase-in rate no longer divides by zero. {"gov.dwp.pension_credit.savings_credit.rate.phase_in": {"2027": 0}} raised ZeroDivisionError: float division by zero while the system was rebuilt. I reproduced this by swapping the reviewed head's projector into the current build. A zero rate pays no Savings Credit at any threshold, and the maximum then fixes none. So a year with a zero rate keeps the threshold in force before it: £208.07 for 2027-28. The reform now builds and pays £0 Savings Credit in 2027-28. 2028-29 matches current law.
  3. The earnings-floor property test now runs. At 2db324bb6 it failed with AttributeError: 'Parameter' object has no attribute 'add_child', before checking anything (run 39826914200, shard 3). Its synthetic tree built the Pension Credit and HB nodes from empty dicts, which Core parses as parameters. The nodes are now built explicitly. The test now also covers the higher allowances and arbitrary phase-in paths, including zero.

Under a reform, the derived allowance reads the reformed guarantee and maximum, as the threshold does. A dated change to an allowance itself is kept for its period, and prior law resumes after it. A test runs both cases.

April 2027 hand calculations (weekly, before rounding)

Weekly amount Single Couple
Guarantee and lower HB allowance: 2026 amount × 1.039 £247.282 £377.41675
Savings Credit maximum: 2026 amount × 1.035 £18.5886 £20.8035
Savings Credit threshold: guarantee − maximum / 0.6 £216.301 £342.74425
Higher HB allowance: guarantee + maximum £265.8706 £398.22025

The lone-parent allowances equal the single ones. At 2db324bb6 the higher allowances were £256 × 1.039 = £265.984 and £383.35 × 1.039 = £398.30065.

Sources: DWP 2026–27 rates, HCWS1101, HB A3/2021, and the completed ONS KAC3 May–July earnings and D7G7 September CPI inputs adopted by #2557. The DWP single Savings Credit maximum is £17.96. These are projections, before future ministerial rounding or discretionary uplifts.

Invariants

Each holds for every earnings, CPI and phase-in path. test_pension_credit_uprating.py checks each with Hypothesis on a synthetic tree built from the production parameter files, and in current law through 2039.

  1. The guarantee and the lower HB allowances rise by exactly the published earnings figure each April, and never fall.
  2. Each higher HB allowance equals the projected guarantee plus the projected Savings Credit maximum, after its published amounts. A differential test checks current law against each part's 2026-27 amount compounded by its own index, without reading the uprated parameters.
  3. For any positive phase-in rate, rate × (guarantee − threshold) equals the maximum. A zero rate keeps the threshold in force before it. The award is discontinuous at zero, and that is intended: any positive rate keeps the maximum award, and a zero rate pays nothing.
  4. Published amounts (guarantee, threshold, maximum and all six HB allowances) are unchanged by the projections.

Validation

All runs were local, in the foreground, with -n 2 and BLAS/OpenMP threads at 2. Each test run started with load1 at most 88, and free disk was 110–111 GB (decimal) at every check.

  • policyengine_uk/tests/test_pension_credit_uprating.py: 33 passed. The new reform test passed separately, with test_council_tax_reduction_young_person_properties.py (7 passed).
  • test_dwp_published_rates.py, test_housing_benefit_pension_age_cohorts.py, test_september_cpi_uprating.py and test_state_pension_credit_qualifying_age.py: 1,399 passed and 65 skipped. The three higher allowances now skip the published-rate continuity check as "not uprated", which the outcome allowlist accepts. Invariant 2 covers their projection.
  • YAML: 31 passed. These are the HB pension-age file (higher-allowance expectations corrected to £13,825.2712 and £20,707.453 a year), Savings Credit, the guarantee, CTR pension-age allowances (two new April 2027 Scottish cases at the same amounts) and the legacy-closure pension route.
  • uvx ruff format --check . (1,925 files), uvx ruff check . and git diff --check passed.
  • tax_benefit_system.py (W1-owned) gains only one import and two calls to the new projection, beside the threshold projection. No other W1 or W3 file changes.

Impact

Aggregate impact run 39897398176 passed. It compares #2557 head 9f2ebfc82 with this head 566b0b9aa, both on enhanced_frs_2024_25.h5 (policyengine-uk-data 1.58.1), for fiscal years 2025-26 to 2031-32. No check broke and none was fixed. The one failing check, "VAT is never negative", fails on both sides. 56 moves are flagged for review, as at 2db324bb6. The spending changes are:

Benefit 2025/26 2026/27 2027/28 2028/29 2029/30 2030/31 2031/32
Pension Credit 0 0 +£266.3m +£338.2m +£367.4m +£412.6m +£494.8m
Housing Benefit 0 0 +£29.4m +£32.3m +£30.3m +£41.4m +£43.9m
Council Tax Reduction 0 0 +£4.9m +£6.0m +£7.1m +£8.9m +£10.7m
Government spending 0 0 +£300.8m +£376.6m +£404.9m +£463.0m +£549.5m

The review fixes alone, measured against the 2db324bb6 run (39826945528) on the same base and data, lower HB spending by £0.21m in 2027-28, rising to £0.44m in 2031-32. They lower CTR by £0.09m to £0.23m, and total government spending by £0.30m to £0.68m. Pension Credit is unchanged. These are allowed bug-fix aggregate changes. No local microsimulation or dataset build was run.

Code changes run 39897395365 on this head is in progress. I dispatched both runs once at 03:53Z: the PR still targeted #2557's branch then, and these workflows trigger only on PRs to main. The retarget did not start the pull_request runs; only Fix evidence ran.

axiom: TheAxiomFoundation/rulespec-uk#366 queued

The existing parity issue covers s150A(1)(d)/(2) and records the signed-corpus/encoder blocker. rulespec-uk#367 covers the linked prices-review provision. The higher HB allowances add no statutory rule: Schedule 3 states each year's amount, and the guarantee-plus-maximum composition only projects the unpublished years. No billed signed-encoder run is authorized in this job. The hub owns independent review and landing.

UK hub handoff — draft stacked on #2557; runtime validation and impact pending.

Head: 2db324bb6f4d1e95d38607909572ec4586e24676 on sprint/smg-earnings, pushed once above #2557 head 9f2ebfc82. No merge or history rewrite.

  • Fixes F1: SMG and six HB pension-age allowances project with prior May–July earnings (3.9% for April 2027). I read s150A(1)(d)/(2); the minimum is earnings without a CPI floor. April 2027 unrounded guarantees: £247.282 single / £377.41675 couple.
  • Projected Savings Credit threshold = guarantee − maximum / 60%; maximum follows September CPI. Official DWP 2026 single maximum is £17.96, correcting the review's inferred £17.95. Published historic amounts are retained.
  • Added 12 hand-computed April 2027 YAML cases, a production-parameter property asserting the earnings floor under divergent CPI/earnings and negative earnings, and projected-year linked-amount invariants through 2039. Minimal W1 pipeline wiring; other W1/W3-owned source untouched.
  • Passed: exact pre-push uvx ruff format --check . (Ruff 0.17.1, 1,924 files), full Ruff lint, syntax and whitespace checks.
  • Local runtime not run, not passed: no environment installation or tests started below the explicit 60 GB floor. Last gate at 17:58Z: 54.174 GB, load1 78.78; pause Add reported but unmodelled benefits #14 lifted and reservation allowed. .job/run-validation.py preserves the disk/pause/reservation/load gates, frozen worktree dependencies, foreground -n 2, BLAS/OpenMP=2.
  • CI: Code changes and isolated Aggregate impact dispatched once and currently queued. Impact compares Uprate benefits by the previous September's CPI #2557 head with this exact head. No measured aggregate result yet; PC spending is expected to rise as an allowed bug-fix impact. Obtain the aggregate-impact-report artifact/job summary and replace the pending impact paragraph with actual figures.
  • Open: runtime results, measured impact, hub-dispatched independent review, Uprate benefits by the previous September's CPI #2557 merge and retarget to main, green required checks. No in-job reviewer was run. Keep this draft unmerged.

Workspace artifacts: .job/HANDOFF.md, .job/handoffs.jsonl, .job/PROGRESS.md, .job/smg-earnings.bundle, .job/smg-earnings.patch. The shared Git metadata is sandbox-read-only; this job uses git --git-dir=.job/git entirely inside the assigned workspace. Original assigned d292ae10bf4a history remains in its local sprint/workspace-base ref; the caller checkout was never written. Hub copies out .job/ and owns review/landing.

…phase-in

The three Housing Benefit allowances for those who reached State Pension
age before April 2021 are the Pension Credit standard minimum guarantee
plus the maximum Savings Credit (HB A3/2021, paragraphs 3-5); every
published amount from 2019-20 to 2026-27 is that sum rounded up to the
next 5p. Uprating the whole allowance by earnings overstated the CPI part.
Keep the published amounts and derive later years as the projected
guarantee plus the projected maximum, after general uprating, as the
Savings Credit threshold already is. April 2027: 265.8706 a week single
and lone parent, 398.22025 couple, before rounding.

A reform setting the Savings Credit phase-in rate to zero divided by zero
while rebuilding the system. A zero rate pays no Savings Credit at any
threshold, so that year now keeps the threshold in force before it.

The synthetic property test built its Pension Credit and HB nodes from
empty dicts, which Core reads as parameters, so it failed with
AttributeError before checking anything (CI run 39826914200, shard 3).
Build the nodes explicitly, and extend it to the higher allowances and
to arbitrary phase-in paths including zero.

…d one

A dated change to a higher pension-age HB allowance is kept for its year
and prior law resumes after it. A change to the guarantee moves the
allowance derived from it in that year only, and leaves the lower
allowance, which has its own earnings projection, unchanged.

UK hub hand-off: review fixes pushed. Ready for the hub's independent review at 566b0b9aa.

Head: 566b0b9aa65a3b1bffe68b6e64ed81f14ea0e82e on sprint/smg-earnings. Two commits were added on top of the reviewed 2db324bb6, with no force-push or history rewrite. #2557 merged at 04:16Z (b1dbf8b03) and GitHub retargeted this PR to main. It is MERGEABLE and still a draft.

Review (~/reviews/uk-hub/reviews/uk2576/REVIEW_2576.md, REQUEST_CHANGES at 2db324bb6):

  • P2 1, fixed. The three higher pension-age HB allowances are now derived after uprating as the guarantee plus the CPI-uprated Savings Credit maximum (HB A3/2021 paragraph 3), in the new create_pension_age_allowances.py. Their uprating metadata is removed and published amounts are kept. A test checks all 24 published year and allowance pairs from 2019-20 to 2026-27: each equals that sum rounded up to 5p. April 2027 is £265.8706 single and lone parent and £398.22025 couple, matching the review.
  • P2 2, fixed. A zero phase-in rate keeps the threshold in force (£208.07 for 2027-28) instead of dividing by zero. Swapping the reviewed head's projector into the current build reproduced ZeroDivisionError: float division by zero. The reform now builds and pays £0 Savings Credit, and 2028-29 matches current law.
  • Also fixed. The PR's earnings-floor property test had never run. It failed CI at 2db324bb6 with AttributeError (empty-dict nodes parse as parameters; run 39826914200 shard 3). It now runs and covers the higher allowances and arbitrary phase-in paths, including zero.

Tests (local, foreground, -n 2, load1 at most 88 at each start, 110 GB or more free):

  • test_pension_credit_uprating.py: 33 passed, plus the new reform test.
  • Published rates, HB cohorts, September CPI and SPC qualifying age: 1,399 passed, 65 skipped. Three skips are new: the higher allowances' published-rate continuity cases now skip as "not uprated", which the outcome allowlist's regex accepts.
  • CTR young-person properties: 7 passed.
  • YAML: 31 passed.
  • ruff format --check ., ruff check . and git diff --check passed.

CI on 566b0b9aa:

  • Code changes run 39897395365 (workflow_dispatch): all 13 jobs passed (lint, docs, four smoke imports, YAML, Python shards 1 to 5). Only the "Test / Result" roll-up was still queued for a runner at 05:07Z.
  • Fix evidence (pull_request_target): passed.
  • I dispatched both runs at 03:53Z, before the retarget. So no pull_request Code changes or Aggregate impact run is attached to the PR, and gh pr checks shows only Fix evidence. Re-triggering against main is the hub's call. Merging main into the branch would also bring it up to origin/main, which has moved by comment-only edits to yoy_growth.yaml and unrelated PRs.

Impact (run 39897398176, pass; 9f2ebfc82 against 566b0b9aa; Enhanced FRS 2024-25, uk-data 1.58.1). Checks: 0 broken; the one failing check, "VAT is never negative", fails on both sides; 56 flagged moves.

Spending change 2027-28 2028-29 2029-30 2030-31 2031-32
Pension Credit +£266.3m +£338.2m +£367.4m +£412.6m +£494.8m
Housing Benefit +£29.4m +£32.3m +£30.3m +£41.4m +£43.9m
Council Tax Reduction +£4.9m +£6.0m +£7.1m +£8.9m +£10.7m

The review fixes alone, against the 2db324bb6 run on the same base and data, lower HB by £0.21m to £0.44m a year and CTR by £0.09m to £0.23m. Pension Credit is unchanged.

Depends on: nothing open (#2557 merged). No Max decision is pending. Axiom: rulespec-uk#366 queued, unchanged; the HB composition adds no statutory rule.

Open items for review:

  1. Under a reform to the guarantee, the higher allowance and the threshold follow the reformed guarantee, as the PR's threshold design already did. The lower aged_from_cutoff allowances keep their own earnings projection and do not follow. A test pins both behaviours. Whether the lower allowances should follow too is a design question the PR leaves as it was.
  2. Projections stay unrounded. Published higher allowances are rounded up to the next 5p, which the projection does not model, consistent with the rest of the PR.
  3. tax_benefit_system.py (W1-owned) gains one import and two calls beside the existing threshold projection.

Do not merge from this job; the hub dispatches the GPT-6.1 Sol review at 566b0b9aa.

Brings in #2557 (the base this PR was stacked on, now merged) and the
other PRs merged since, so the PR workflow runs against main.

Aggregate impact on certified data: pass

Base a45baf5e49 against head 7a1aab3b48, both on enhanced_frs_2024_25.h5 (policyengine-uk-data 1.58.1, sha256 056e80fd8e91), fiscal years 2025-26 to 2031-32. Each year is a full microsimulation run on each side.

Checks: 0 broken by this change, 1 failing on both sides, 0 fixed. Moves flagged for review: 53 (thresholds in report_spec.yaml; a flag does not fail the job).

Workflow run and full report

Notes

  • In the years a figure from fewer than 10 records is suppressed (spending.disabled_students_allowance), every total containing it, and the decile incomes, are rebuilt from their other components, so no published total includes it. Those totals are marked †. A change is withheld where the two sides leave out different figures and can't be lined up.

Counted-once check

Each of 84 components was raised by £1 per unit in 2026-27, and every head of its totals was read household by household: its own head must rise by exactly £1, no other tax head may move, no other benefit may rise, and the model's own total must move by what its heads moved. A head that breaks a rule is measured again twice: with every other head held at its baseline value, and with every other head held at its value after the first £1 while the component rises again. It fails where either still shows the response. 0 failed; 0 were skipped.

Merged by the UK hub (Claude session 8e19f9d5) at head d7f9be8b6, through the merge queue with the head pinned.

  • What it fixes: follow-up F1 from Uprate benefits by the previous September's CPI #2557's review. Pension Credit's standard minimum guarantee was uprated by September CPI (+2.3%) for April 2027, below its earnings floor under SSAA 1992 s.150A (earnings growth: 3.9%). It now projects by earnings. The Savings Credit threshold is derived from it, and the higher pension-age Housing Benefit allowances are built as SMG plus the Savings Credit maximum, as DWP circular A3/2021 sets out.
  • First review (GPT-6.1 Sol, at 2db324bb6): the core SMG fix was sound. It asked for two changes: compose the higher HB allowances from SMG plus the SC maximum, and handle a zero Savings Credit phase-in reform, which divided by zero. The hub's fix build addressed both and repaired a property test that had never run.
  • Second review (GPT-6.1 Sol, APPROVE at this exact head):
    • April 2027 allowances: £265.8706 single and lone parent, £398.22025 couple (238 × 1.039 + 17.96 × 1.035, and the couple equivalent).
    • All 24 published amounts for 2019 to 2026 match DWP's rate tables.
    • A zero phase-in pays £0 Savings Credit, as State Pension Credit Act 2002 s.3 requires.
    • The projection order and both readers (HB and CTR applicable amounts) are correct, and the main merge is clean.
    • Its local run passed 1,443 Python tests (65 expected skips) and 609 YAML cases.
  • CI: every check passes at this head. The merge queue re-runs the full suite against current main.
  • Impact (Aggregate impact report, against main a45baf5e49 on uk-data 1.58.1):
Spending change 2027-28 2031-32
Pension Credit +£266.3m +£494.8m
Housing Benefit +£29.4m +£43.9m
Council Tax Reduction +£4.9m +£10.7m

TV licence receipts fall £0.9m to £1.9m, because more over-75s on Pension Credit get a free licence. Nothing moves before 2027-28.

  • Open, nonblocking:
    • Under a reform to the guarantee, the higher HB allowances follow it but the lower ones don't. That is a modelling convention, not a legal requirement.
    • Projected amounts aren't rounded to 5p.
    • Both are follow-ups.
  • Why now: Budget-day benefit uprating depends on it, and Max asked on 22 Oct to clear the UK PR backlog before the Budget.

Resolves three conflicts with #2576, which counts statutory paternity pay
as Housing Benefit earnings: both docstrings now name paternity pay and the
tax before the winter fuel payment charge, and the net earnings tests keep
#2576's two paternity pay cases and this branch's charge case.
