Correct CHIP pregnancy income limit dates and values (KY, WV, CO, NJ, RI) and the West Virginia Medicaid pregnancy start date #10467
Several state CHIP pregnancy income limits, Colorado's unborn-child (FCEP) limit and West Virginia's Medicaid pregnancy limit carry dates or values that the state plans do not support:
Kentucky CHIP pregnancy: 2.13 from 2021-01-01 and 2.18 from 2021-07-01, but SPA KY-21-0001 starts the group on July 1, 2022 (213% plus the five percent cushion in 907 KAR 4:030).
West Virginia CHIP pregnancy and Medicaid pregnancy: both start on 2021-01-01, but SPAs WV-19-0006 and WV-19-0004 are effective July 1, 2019.
Colorado CHIP pregnancy: 2.60 before 2023-10-30; the state plan has listed 260% (265% with the disregard) since 2014.
Colorado FCEP: starts 2023-10-30; the state plan dates FCEP to January 1, 2025.
New Jersey and Rhode Island CHIP pregnancy: a step to the disregard-inclusive value on 2023-12-01 that matches only the date of the CMS eligibility table, not a policy change.
#10365 corrects these from the state plan amendments and state rules.
