Power plans not detected when windows language set to other than English #58

Reproduction Steps
- set your windows language to French.
- Restart Threadpilot.
- Go to the power plans tab
- refresh plans
Expected Behavior
The power plans, at least the windows default ones should be displayed.
Actual Behavior
No plans are showed at all.
Logs and Diagnostics
It is most probably due to the command powercfg /list that returns results in the language that windows is set on.
For example, when executing powercfg /list on a French Windows, it returns:

Hi Nathan, following up on this report. PR #59 contains a promising parser fix, but it is still waiting for the localized regression test before it can be merged.
Since you mentioned creating that test locally, could you add it to the PR when you have a chance? Please also let us know if you need help or are no longer planning to continue. Thanks.
