Restore the complete local Game Boost/runtime topology work from 6c36ea6, including Activity diagnostics, while preserving the stable 1.7.7 release and channel guards. Preview notes document pending dual-CCD Ryzen/X3D, Intel hybrid, benchmarks and anti-cheat validation, with tester instructions.

Separate pre-release requested by the repository owner. Stable v1.7.7 was tagged without Game Boost. This PR adds the complete local Game Boost/runtime topology work from 6c36ea6 on top of that stable tree, including Activity diagnostics, restore/crash journal, optional priority and CPU Sets. Local Release: 851 tests pass; runtime files compared byte-for-byte with the original local work. Public notes in docs/releases/v1.7.8-beta.1.md document missing real dual-CCD Ryzen/X3D, supported Intel hybrid, benchmark and anti-cheat validation, plus quick test steps and reporting checklist. Beta stays prerelease, latest remains stable v1.7.7, no winget/Chocolatey beta publication. Artifacts unsigned. Administrator merge authorized by the owner after green CI/CodeQL.
