QuEST v4.3.1 #837

First: apologies from me. I have been swamped by proposal writing and tenure review, since v4.3 was released...

Second: I am popping up long enough to say I would like get v4.3.1 out before christmas, with some of the minor bugfixes (and typo corrections!) we've already picked up. Slightly bigger things I think we should defer to v4.3.2, targeting Q1 next year(-ish).

As discussed elsewhere, I do not think having a separate release branch added much value, so won't do that again, especially not for a patch release!

@TysonRayJones @JPRichings I've proposed how we split some of the current work up below -- strong and weak opinions welcomed!

Proposed for v4.3.1:

• Fix transblates typo (fix 'tranbslates' typo to 'translates' #831)
• Fix broken stateslist in the trotter interface. (fix(trotter): patch broken statesList #824)
• Improve GPU error handling (Improve GPU error handling #816)
• Rename devel to develop? (Rename devel to develop? #828) (Not a code change or really anything to do with the release obviously, but I think we should do it before the holidays!)
• Trotter tests (Tests: WIP Trotter tests #830)
• Miscellaneous bug fixes (Miscellaneous bug patches #832) -- I see this includes some minor MPI changes, so I should squint at those, and also run some tests although nothing like the testing we did for v4.3.0!
• Omp/CUDA Utility Accelerations (Omp/CUDA Utility Accelerations #813)
• Modernize CMake dependency exports and CPack packaging (Modernize CMake dependency exports and CPack packaging #819) (Happy to shepherd this one once I have time to review... anything)

Deferred to v4.3.2:

• Enable >32 qubits on AMD GPUs (Silent wrong answers on GPU from 32 qubits upward: kernel launch failures are never checked #815)
