Persists delegate OAuth rotations against the launch account; fixes cooldown attribution; propagates account replacement and revocation to matching delegates; coalesces concurrent Codex startup refreshes. Six synthetic regression tests added. cargo clippy --locked --all-targets --all-features -- -D warnings, formatting, and diff checks passed. Native test/review execution is blocked by startup token-refresh 401; full PR CI tests must pass before merge. No live authentication recovery is claimed; already-lost refresh tokens may require supported sign-in again after deployment. No real credential values or protected lifecycle logs were read.
