JankTracker 스레드 경합으로 인한 NPE/IndexOutOfBounds 크래시 #661

배경

Play Console 1.0.2(5) 에서 JankTracker.closeWindow 의 durationsMillis.sorted() 가 NPE·IndexOutOfBoundsException 으로 죽는다.
onFrame 은 FrameMetrics HandlerThread 에서, onScreenChanged 는 메인 스레드에서 호출되어 같은 ArrayList·카운터를 동기화 없이 변경한다.

완료 조건

• onFrame·onScreenChanged 의 상태 접근을 직렬화해 경합을 없앤다.
