feat(auth): 심사 코드 로그인을 개정 스펙에 맞춘다 - #658

- 심사 종료(404)를 잘못된 코드와 같은 문구로 안내해 종료 여부를 드러내지 않는다 - 429 의 retryAfterSeconds 동안 코드 제출을 막는다 - 로고 탭 사이가 2초를 넘으면 진입 카운트를 처음부터 센다 - 코드 로그인도 소셜 로그인과 같은 계정 상태 분기(제한·닉네임 충돌)를 타고 login_result(provider=review)를 남긴다 Closes #657 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
