앱이 CAMERA 를 선언한 상태에서 권한 없이 TakePicture 를 띄우면 SecurityException 이 난다. 권한이 없으면 먼저 요청하고, 허용됐을 때만 카메라를 띄운다. 거부하면 아무것도 하지 않는다. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

rememberImagePicker().launchCamera()가CAMERA권한을 확인하고, 없으면 요청 후 허용 시에만 카메라를 띄운다. 거부 시 아무 동작 없음.CAMERA를 선언해 merged manifest 에 들어가 있어, 미허용 상태에서ACTION_IMAGE_CAPTURE실행 시SecurityException.Closes #660
