Generate static build configuration files #34

Another topic brought up at the Allhands was generating static configuration files rather than the hard-to-read templating of environment variables.

We can use command line overrides to point to the generated configuration TOML files. They should be ignored and not checked into git as they may contain platform-specific configurations.
