Summary

Rename tests/providers/infracost/tests_infracost.py to test_infracost.py and tests/providers/sg_workflow/tests_sg_workflow.py to test_sg_workflow.py so that pytest's default test discovery (test_*.py and *_test.py) collects all 30 tests in CI and local test runs.
