dev build for branch | MGasiewski:4209-improve-fps-counter-algo

Updated FPS smoothing algorithm from the previous linear smoothing algorithm, to an exponential algorithm based on Dolphin's implementation. Dolphin uses Exponential Moving Average. Referenced their implemetation.

Check if completed:

  • I have run any relevant test suites
  • I, the commit author, have read the contribution terms on licensing and generative AI (last updated 2026-09-20) and am compliant

I messed around with this a bit, tweaking the two constants, and I'm not sure this new algorithm is much better. What I can say is that the code sucks and needs refactoring, so I might do that first. Done, here's a merged copy, though starting over might be easier.
