Uses TryEncodeDateTime and clamps leap seconds to prevent exception crashes.
The function `ASN1_Time_Decode` API contract was changed accedentaly. Even the function is used by one consumer in the `TaurusTLS`, it defined in the interface section and can be used by customer code. We MUST keep its declaration as is. The `ASN1_Time_Decode` is reimplemented as a zero-allocation raw buffer parser. Correctly handles UTCTime, GeneralizedTime, fractional seconds, and signed timezone offsets while preserving local wall-clock values for public API users.
