Increase test coverage for cli and extensions

A bunch of very simple tests on functionality in the CLI, extensions frameworks, and myopic and stochastic extensions, to try to improve code coverage a bit.

Highly vibe coded. Went through each one and they make sense to me but have not gone down the rabbithole on them. Lots of checks that error checks actually check errors.

Also stopped conftest from refreshing databases every time pytest collected tests, e.g., when refreshing the tests list in VSCode (maddening).
