Documents the new user rating from XMOJ-Script-dev/XMOJ-Script (redesign-rating branch). Merge together with that PR.

features/rating.md: replaces the AC-rate formula with the new 0–3000 rating. It defines every symbol and gives the exact formula for each component: solve volume 57%, accuracy 33%, active days 10%. That covers the per-day AC soft cap, accuracy from verdict totals (peaking at 40–55%), confidence weighting, and the final scaling. It also has a step-by-step worked example, synthetic example profiles, and the six color tiers. The count after each solved problem is not used, because it includes submissions after AC..vitepress/theme/style.css:.rating.blueis now Bootstrap primary.
