tools/gatecheck.py在"定了："一行后面找列在它下面的决定，结果模板里原样留着的- 定了：{…}，只要后面跟着任意一条记录（比如- 改了：…），关卡 ① 就算定了（#114 的代理报出的）。定了：后面还是模板占位{…}的，不算决定，下面列的也不算。定了：下面的决定，碰到记录里的下一个字段（改了、原话、页面、理解、下一步）就停。English summary.
