Translate missing file associations, duplicate filenames on a storage provider, and unsupported browse-path errors. Use the standard localized invalid-path error and retain English fallbacks when portal translations are unavailable to a worker.
Validated the association, duplicate-name, and browse-path callbacks in English and French with Rails; also checked the English fallback with an empty translation backend. Ruby syntax check passed.
Related to #1660. This covers these specific validations, not the full model audit.
