Extend project-tooling-review to evaluate whether Clippy and Semgrep checks remain useful, catch representative violations, and cover the intended code. Reviews now make explicit keep/add/adjust/remove decisions, and review-graph routing requires tooling review for static-analysis configuration and fixtures.

The repository-wide review also fixes:

  • Semgrep handling of quoted checkout actions and credential settings, plus Cargo ownership guards for rumdl and cargo-update.
  • Complete prerelease/build version comparisons in CI and Linux review, with visible diagnostics for invalid CI pins.
  • The obsolete PyJWT override and stale setup/review documentation. The lockfile also updates PyJWT to 2.15.1 and rpds-py to 2026.9.1.

Validation: the earlier just ci run passed on macOS arm64 with 1,278 tests passed and two platform-specific skips. After the lockfile updates, formatting, linting, Semgrep, and the 17 review-contract tests passed again; the redundant full Python-suite rerun was stopped. Hosted checks cover the final commit, including Linux validation.

Summary by CodeRabbit

  • Improvements

    • Tool-version checks now recognize prerelease and build metadata while continuing to reject invalid versions.
    • Review guidance now covers Clippy and Semgrep rule effectiveness, coverage, and validation, with clearer routing for static-analysis and test-quality reviews.
    • Repository change classification now recognizes more Clippy and Semgrep configuration files.
  • Bug Fixes

    • Credential-setting checks now recognize quoted values and trailing comments in workflow files.
    • Homebrew checks now flag additional tools that belong in Cargo or the locked Python environment.

- Extend project-tooling-review with keep, add, adjust, and remove decisions
based on policy relevance, detection quality, and execution coverage.
- Route Clippy and Semgrep configuration changes through tooling review.
- Handle quoted checkout settings and enforce Cargo ownership for rumdl
and cargo-update in repository Semgrep policies.
- Preserve complete tool versions in CI and Linux review, and expose
invalid-pin diagnostics from CI version resolution.
- Remove the obsolete PyJWT override, refresh PyJWT and rpds-py pins, and
correct tool ownership and review command documentation.

Walkthrough

The changes update CI and Linux tool-version checks to support semantic versions with prerelease and build metadata. They also expand Clippy and Semgrep review guidance, routing, path classification, and policy rules, and revise README tool ownership and review-base instructions.

Changes

Tool-Version Validation

Layer / File(s) Summary
CI version resolution and validation
.github/workflows/ci.yml, scripts/test_resolve_just_version.py
The CI resolver uses the configured version pattern, with a separate numeric pattern for uv_version. Tests cover stable and prerelease/build versions, and verify that invalid values fail without writing output.
Linux version detection and inventory
bin/linux-review.sh, scripts/linux_review.py, scripts/test_linux_review.py
Version detection preserves prerelease and build suffixes. Tests verify that pin matching requires an exact full-version match.

Static-Analysis Review and Tooling

Layer / File(s) Summary
Static-analysis review guidance
agents/.agents/skills/project-tooling-review/*
The skill and references cover Clippy and Semgrep policy, effectiveness, coverage, validation, and reporting.
Static-analysis routing and path classification
agents/.agents/skills/review-graph/*, agents/.agents/skills/rust-cargo-hygiene/SKILL.md, agents/.agents/skills/rust-review-orchestrator/SKILL.md
Routing and path classification include Clippy and Semgrep policy surfaces. Regression tests cover the added configuration and fixture paths.
Tool ownership and Semgrep rules
README.md, semgrep.yaml, pyproject.toml
The README and Homebrew rule assign tools to Cargo or the locked Python environment. The checkout rule accepts quoted action references and false values. The PyJWT override is removed, and the workflow fixture’s expected count changes.

Comment thread semgrep.yaml
Recognize bare and commented YAML sequence markers as checkout-step
boundaries so safe credential settings in a later step cannot hide an
earlier checkout violation.
