Follow-up to #249 and #250. agentrust-trace-adapters 0.2.0 is on PyPI with the declared mode, so docker-sandbox-kit drops its stand-in DeclaredPolicy and builds the policy block with PolicyEvidence(enforcement_mode="declared").

Records are unchanged. The claude-acp-set fixture still yields bundle_hash sha256:c04f322f..., and against the PyPI release the 19 tests pass and a signed record passes trace-tests verify --level 0.
