TRACE conformance import #455 is merged. Add a source-development moved notice pointing to trace-spec/conformance while explicitly retaining the original publisher, documentation deployment and open PR #137 until their cutover is verified.
Package and CLI names, historical releases and URLs remain valid. This notice does not archive the repository or claim publisher/site migration is complete. Validation: README-only change; target conformance directory and cutover checklist exist on main.
