Summary

Remove the application-change classifier introduced in the APM rollout. Restore the existing main-push workflow: source checks and release planning gate the image build/publication path, including APM-only changes. Keep the existing release identity, publication permissions, tests and Release condition.

The maintainer explicitly approved automatic Docker image publication from this merge. The Skill deployment and APM 0.34.0 selection remain unchanged.

Delete .github/scripts/application-change-scope.sh, its Plan step/output and the Build condition, then remove the associated guide text. The resulting main workflow matches the pre-classifier workflow. No new trigger, action pin, permission, image variant or VERSION change is introduced. The existing VERSION tag and immutable release are present, so the current expected path is edge image publication and a skipped GitHub Release job. Required head CI and integrated-main results will be checked separately; no manual publication or extra tag is requested.
