org.apache.derby:derbyfrom 10.15.2.0 to 10.16.1.1 in/flight/flight-sql.Derby 10.17+ requires Java 21+, which is incompatible with Arrow Java's Java 17 baseline. Derby 10.16.1.1 is the highest version that supports Java 17.
This PR also updates the expected Derby version string in
