[FlightSQL] Add is_update field to ActionCreatePreparedStatementResult #49497

Describe the enhancement requested
Following the discussion in the mailing list, a new field is_update in the ActionCreatePreparedStatementResult should be included to let clients know which network flow to use in a Flight SQL Prepared Statement.
