This PR contains updates to the SDK for version 29.4.0. It is patched onto the previous release tag, so it only adds the changes below; existing method signatures keep their parameter order.

Why

Nullable QoS overloads leave implementation tuples too narrow

Verifier: The tuple annotations are narrower, but this does not cause TS2394: TypeScript checks method parameter types bivariantly, including under this repository's strict configuration, so number | null and number are compatible here. Public callers use the nullable overloads, not the implementation signature. In all four implementations, the positional QoS value is cast to number | null, stored in nullable params, and included in the payload whenever it is not undefined, so null is preserved at runtime as well.
