Attest fix: starting with 7.1.0-dev.20261009.1, TypeScript moved its native API from typescript/unstable/{ast,sync,fs} to typescript/{ast,sync,fs}. Because of that, the published @ark/attest@0.57.0 fails on every current 7.1 build. This PR switches attest's imports and the tsconfig.json paths aliases to the new specifiers. The workspace TypeScript also moves to 7.1.0-beta.

Run locally against 7.1.0-beta: typecheck, build, testTyped and testTypedLoose (1810 each), attest's suite (63), testV8, testIntegration, testTsCompat and testTsVersions all pass.
