Keep the shared LLVM bootstrap pin synchronized
When a Linux image is built, this stage now uses the new digest but still copies llvm-toolchain.json into the published image, whose bootstrap.base records the old digest; windows/Dockerfile also continues using that old digest. This makes the embedded LLVM provenance inaccurate and splits the shared Linux/Windows cohort, so update the shared manifest and all owners together rather than changing only this pin.
