P1 Badge Synchronize the shared LLVM bootstrap digest

This stage now builds LLVM on 7c7b2c9, but llvm-toolchain.json:18—which is copied here and embedded into /opt/llvm-23.1.3 by install_llvm_toolchain.py—still records 5ae3c39; the Linux and portable producers also remain on that older digest. Consequently, the published Windows SDK contains false bootstrap provenance and no longer represents the repository's shared LLVM cohort. Update the manifest and all shared producers together, or retain the previous digest here.
