Phase 2: Publish the docs site from main #2425
Description
Land the Starlight docs site on main and deploy it to https://aws.github.io/graph-explorer/. The site reuses the tech stack and visual style from the earlier prototype, with its content taken from current main.
The work ships as one stack of PRs, merged together. Each PR is squashed into its own commit, so the move commit is a pure rename and every page keeps its git history. Each child task is one layer of that stack.
docs/adr/, docs/agents/, and docs/development.md stay in docs/.
