Remove the label sync workflow and the label definitions file.
Background
Labels are now managed in babarot/github-config with gh-infra (
reconcile.labels: authoritative). Running a label sync here too made the two fight over labels: the sync deletes labels that github-config defines, and the next apply recreates them.Changes
