- pin `openssl`, `openssl-sys`, `zeroize` and `jobserver` in the `1.75.0`
  MSRV test job
- apply the same pins in the `1.84.0` clippy job, whose cargo can no
  longer parse the manifests of newer releases of these crates
- document the MSRV pins in the README

(cherry picked from commit 6e8ee69)
- bump `webpki-roots` from `0.25` to `1.0.10` in `Cargo.toml`
- build `RootCertStore` from `TLS_SERVER_ROOTS.to_vec()` now that the
  roots are already `rustls_pki_types::TrustAnchor` values, replacing
  the manual `Der::from_slice` field mapping
- drop the now-unused `Der` and `TrustAnchor` imports from `raw_client`
- keep this line's `use-rustls`/`use-rustls-ring`/`use-openssl` `#[cfg]`
