Separate the open-record topic from the Data-module tracker issue - #147

Issue #124 tracks Phase 3's unowned Data modules and its runtime-board accounting, not the open-record topic; the checklist's earlier checkpoints followed a mistaken shorthand. State the topic's own completion evidence and clarify the corrected relationship. #124 itself is reopened after PR #146's anomalous auto-close.

Follow-up to #146: the checklist's earlier checkpoints and final section mis-stated issue relationships — they treated #124 (Phase 3's unowned
Data.*modules, a standard-library issue) as the open-record topic tracker. PR #146'sCloses #124keyword additionally auto-closed that unrelated issue at merge; it is reopened in #124 (comment). This change corrects the four affected statements: the topic's completion stands on its checklist, D-04 and scoreboard evidence, and #124's own board accounting is identified as the separate concern it always was. Documentation-only.
