Closing this as low-value maintenance. Replacing two named policy predicates with a shared Boolean negation does not fix a bug or meaningfully simplify the launch behavior. |

Replace duplicate settings and permission-alert predicates with one manual-launch helper, keeping login-item launches silent while avoiding duplicated policy logic.
