Problem

bugsee/docs PR #158 (chore(skills): sync agent skills from bugsee-for-ai, opened by the bugsee-ai-skills-sync[bot] app) fails the required-looking review / review check:

Action failed with error: Workflow initiated by non-human actor: bugsee-ai-skills-sync (type: Bot). Add bot to allowed_bots list or use '*' to allow all bots.

All real checks on that PR pass (build-and-deploy, CodeQL); only the AI review job fails. The previous sync PR (#132) hit the same failure on one run.

Fix

Add github.actor != 'bugsee-ai-skills-sync[bot]' to the job-level if, the same pattern already used for dependabot[bot] and coderabbitai[bot]. Actor string verified from the failed run (actor.login = bugsee-ai-skills-sync[bot]).

Skip rather than allowed_bots: the PR is a mechanical mirror of bugsee-for-ai (reviewed there), and docs' deploy.yml already runs the mirror tests + no-hand-edits check on it. Allowing the bot would spend a deep review on generated content.

Scope / risk

Shared reusable workflow, so this affects every repo calling it, but only runs whose actor is exactly that app. Human pushes to the sync branch still get reviewed. Alternative if you want reviews on sync PRs: add bugsee-ai-skills-sync to allowed_bots instead.

After merge, re-run the failed job on bugsee/docs#158 (or push to it) to clear the check.

Human guided, AI implemented

The Claude review action refuses bot actors. PRs opened by the
bugsee-ai-skills-sync GitHub App (bugsee/docs "sync agent skills")
fail the review job with "Workflow initiated by non-human actor",
turning an otherwise green PR red. Skip them at the job level, the same
way dependabot and coderabbitai runs are already skipped.

Summary

Summary by CodeRabbit

  • Chores
    • Automated mirror update pull requests from the specified bot are now skipped by the review workflow. This prevents the workflow from running on those pull requests while leaving its behavior for other pull requests unchanged.

The Claude review workflow documents bugsee-ai-skills-sync as an automated mirror PR actor. Its job condition skips runs when github.actor is bugsee-ai-skills-sync[bot].

Possibly related PRs

  • bugsee/.github#7: Skips review runs triggered by coderabbitai[bot] using the same job-level condition pattern.

Change: Bug fix

Merge Risk: Low · up to d2079

The bot exclusion is narrowly scoped, but a bot push during an active review can leave outdated findings attached to newer code. This is a bounded feedback-quality risk suitable for explicit owner acceptance or follow-up.

Full details: Title check

Explanation

The title names the change: a CI review workflow change that skips runs triggered by the skills-sync bot. It matches the raw summary, which says the job condition now skips runs where that bot is the actor. The title is specific and short, and it uses the conventional ci(scope) prefix.

Full details: Description check

Explanation

The description is on topic. It explains the failing review check on bugsee/docs PR #158, the cause (the review action rejects the bot actor), and the fix (a job-level if condition that skips runs where the actor is the skills-sync bot). It also covers scope, risk, and the alternative of adding the bot to allowed_bots. This matches the changed workflow file.

Full details: Docstring Coverage

Explanation

No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. (1 skipped: 1 unsupported.)

Minor · Functional Correctness · Poor tradeoff

Skipped sync-bot runs no longer replace an in-progress review, and its inline comments can attach to the newer head.

The review job now skips for bugsee-ai-skills-sync[bot] at line 32. A skipped job does not start, so it does not join the claude-review-… concurrency group at lines 43-45 and does not cancel the run already in progress. That run keeps the checkout of its trigger commit. When the agent omits commit_id, the inline-comment tool anchors each comment to the PR head at posting time (src/mcp/github-inline-comment-server.ts:169). A finding about an old line can therefore appear on the newer head, where that line may hold different code.

Line 42 still says a new push replaces a run in progress. For this actor, that no longer happens. Decide the intended behavior. If the in-progress run should stop, the cancellation must run even when the bot job is skipped. If it should continue, its inline comments need an explicit commit.

Review comment at @.github/workflows/claude-review.yml at line 32:
Resolve the `review` job’s `bugsee-ai-skills-sync[bot]` behavior before changing
its actor condition: establish whether bot-triggered pushes should cancel an
in-progress review or let it continue. If they should cancel it, arrange
cancellation independently of the skipped job; if they should continue, ensure
inline comments are anchored to the run’s trigger commit rather than the current
PR head. Preserve the existing concurrency behavior for other actors.
