The Python cell of the Wire format (ByteStorage) row opened "⚠️ Compliant except the envelope pre-scan", with a "🚧 unreleased — compliant on main" clause for the cachekit-core 0.7.0 pin from cachekit-py#618. That pin has shipped. PyPI cachekit 0.25.0 and 0.25.1 lock cachekit-core 0.7.2 (each tag's root Cargo.lock), so the ⚠️ now hides a fix users can install.

This PR opens the cell "✅ Compliant since 0.25.0" and drops the ⚠️ and 🚧 clauses, along with the ✅ that closed the 🚧 clause. It keeps one fact from the ⚠️ clause: 0.24.1 and earlier pin cachekit-core 0.6.0 or older, which has no envelope pre-scan. Six markers that called cachekit-py#618 or cachekit-py#627 unreleased now say "since 0.25.0". Two are in the Wire format cell, one is in the Python "Test vectors in CI" cell and three are in footnote 16. The v0.25.0 tag's history carries both PRs, and v0.24.1's carries neither. No other claim changes.

Wheel run, 2026-11-03: every test-vectors/wire-format.json 1.4.0 reject vector went through ByteStorage("msgpack").retrieve in the published 0.24.1, 0.25.0 and 0.25.1 wheels. All three reject all fourteen. reject_envelope_slots_overclaim gets the pre-scan's own error, decode pre-scan: declares more elements than the input can back, from 0.25.0 and 0.25.1. From 0.24.1 it gets the typed decode's error.

Checks: tools/test_check_version_floors.py, tools/check-version-floors.py, tools/check-spec-duplication.py, tools/test_changelog_collect.py and tools/conformance.py check --base origin/main pass.

Closes LAB-10811

…0.25.0

PyPI cachekit 0.25.0 and 0.25.1 lock cachekit-core 0.7.2, whose
ByteStorage::retrieve runs the Retrieve Flow step-2 envelope pre-scan.
Every wire-format.json 1.4.0 reject vector was run through each published
wheel: reject_envelope_slots_overclaim gets the pre-scan's own error from
0.25.0, and the typed decode's error from 0.24.1. The six markers that
called cachekit-py#618 and #627 unreleased now name 0.25.0, whose tag
carries both.
