Adds Skillkeel Starter under Code Quality Testing.
What it is: a Claude Code plugin with three hooks (guard-bash refuses rm -rf on root paths, force-push without lease, git reset --hard and recursive rm hidden behind find -exec; secret-scan refuses writes that contain AWS, OpenAI, Anthropic, GitHub or Slack keys, private keys and JWTs; session-start prints a short project brief) and eight skills for repo chores.
Why it fits this section: each skill has a fixture repo, a list of assertions and the unedited transcript of a real run under evals/, and the hooks have 44 shell tests. Readers can check the transcripts before installing.
