Local TypeScript 7 verification (Node 22)

Rebased onto latest main (e67250d, includes #134). No code changes — Dependabot bump only.

Commands (same as CI “Web portal”: cd web && npm ci && npm run verify):

• npm ci — clean; no peer-dependency warnings (on Node 22.22.2; Node 20 only showed unrelated EBADENGINE for vitest/jsdom)
• npm run typecheck (tsc --noEmit) — pass (TypeScript 7.0.2)
• npm run build (vite) — pass
• npm test (vitest) — 39 passed / 5 files
• npm run verify — pass

TS 7 / tooling notes:

• No typescript-eslint, ts-node, vue-tsc, or svelte-check in this package
• Optional peers from i18next / react-i18next: typescript@^5 || ^6 || ^7 — satisfied
• @tanstack/router-plugin does not peer-depend on typescript; Vite/vitest build path OK
• tsconfig.json: modern options only (moduleResolution: "bundler", target: "ES2022"). No deprecated/removed options (node/node10 resolution, baseUrl, outFile, es5, importsNotUsedAsValues, etc.)

New head after rebase push: 2243245. CI should re-run on current main.

Lock-only bump (web/package.json + lock → typescript ^7.0.2). No app/source/tsconfig changes. Dev verification on Node 22 (tsc/build/test/verify) + CI green including Web portal is enough for the compiler gate.

Merge after Product GO + QA GO on: fresh --setup wizard (token/key/model/system prompt → bot starts; watch double-close bug) plus the five portal e2e points Dev listed. Node 20 vitest crash is local-dev only — do not block. Tip may need rebase after #132/#131. Do not tag.
