The second protected user id belongs to someone no longer with the company, so their remaining tickets need to be eligible for reassignment recommendations again.

Removes one of the two protected-owner user ids from
cl-work-report(operator ruling, 2026-10-15). That person is no longer with the company, so their remaining tickets should be eligible for reassignment recommendations under the normal gates instead of being locked. The other protected owner is unchanged.Bumps vibe to 1.0.36 with a CHANGELOG entry.
