Select the optional backend without a Docker socket and drain buffered logs from fast commands. Include the adapter in the compute-worker image and restrict Codalab Docker Hub publication to the upstream repository.

This is to add the support of apptainer/singularity for codabench worker.
The code of this PR was generated by LLM but I review it and test core of it on a super calculator last week.
I made some small modification for generalize the code to all usage but the modification are more cosmetic.
