Summary

• record merged start/resume guards from F: start/resume follow-ups from #91 (approvals, review version, requeue claim, owed work, earlier commits) #107 / PR F: guard start and resume follow-ups #130
• record the completed Docker-backed Vitest scheduling work from Test: make the full Vitest suite terminate reliably under Docker load #129 / PR Test: make the full Vitest suite reliable under Docker load #132
• mark F2: continue a task after a scope pause (reconcile the prefix, validate the rest) #88 as in review in PR Resume tasks after scope amendments #134 and H4b: "trust this issue" action and a runner guard for untrusted issues #108 as unblocked
• update the documented Store schema version to 13

The active #88 worktree owns the detailed scope-continuation flow update; this PR leaves that paragraph untouched so the work can rebase cleanly.
