`gem install --local` only resolves dependencies from gems already installed system-wide, but the build job installed them through Bundler into vendor/bundle, so the verify step failed with "Could not find a valid gem 'concurrent-ruby'". Drop --local so RubyGems fetches the runtime dependencies, and drop the Bundler install the build job never needed. This is the same change that made the June release succeed on fix/release-build-deps, which was never merged into main. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
