Backports the stable-compatible part of #339: the test fixture now uses the standalone repository path instead of the old workspace path. The stronger trust.anchors assertion from main depends on c2pa 0.91+, so stable keeps the existing trust_anchors assertion until the release-line dependency bump lands. Backport the current main Tier 1A workflow shape and PR title validation to stable so release-line PRs run the same format, clippy, docs, lockfile, WASI, audit, and cross-platform unit checks as main. Add Cargo.lock to stable so the new locked-build check has a committed lockfile to validate. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>

Backport the target-conditional c2pa dependency split from main so stable's new WASI job uses rust_native_crypto instead of the OpenSSL backend. Also keep the stable-compatible trust fixture path fix in this CI prerequisite PR and skip the atomic write replacement unit test on WASI, where std::process::id is unsupported. Backports the stable-compatible #339 test fix and updates the stable release line to use the current
mainCI/PR-title setup. Why this combines the fixture fix with the CI update: current
stableCI is too old to validate the fixture-only backport by itself (it still passesc2padependency features toc2patool). Including the CI update here gives the stable branch a self-validating prerequisite before the c2pa 0.91.0 bump in #340.Changes:
../../cli/...) to the standalone repo path (../tests/...);.commitlintrc.yml;deny.tomlto match main;Cargo.lockto the stable line so the new locked-build check has a committed lockfile;c2padependency split so WASI usesrust_native_cryptoinstead of OpenSSL;atomic_write_file_writes_and_replacestest on WASI, wherestd::process::id()is unsupported.Validation:
ci.yml,pr_title.yml)cargo check --lockedcargo +nightly-2026-07-12 test --target wasm32-wasip2 -- --no-capture(with the workflow WASI runner/env)Backport-of: #339
