Sawyer is operator jargon, not a skill or lane; dispatch and every skill name this planner role by file artifacts alone. Lean on the artifact names.
(maySpawn: false) is internal package data, enforced at mount, not prose the model should echo. Match sibling lane phrasing: not an orchestrator, do not spawn specialists.

Summary
Fleet-wide review and cleanup of all 11 director packages plus cross-fleet surfaces. Removes operator-jargon leaks (planner 'Sawyer-skills', coder 'maySpawn'), duplicated instructions (explorer FINISH BIAS, qa-lead redundancy), and converges model-family-policy comment prose to sub-agent terminology.
Verification
Chore; no behavior change. No issue (fleet-wide cleanup).
