Summary

• Shows a persistent WORKER WAITING strip directly above the prompt whenever a worker is parked on ask_director. It names the waiting worker, shows a width-safe preview of the question, says the director must reply via send_input, and adds (+N more) for other parked workers.
• Drives the strip only from the fleet's agent-ask pending-ask snapshot. Identity is sessionId + questionId; an item disappears only when a later snapshot omits it, and the strip clears on session rotation, stop and teardown.
• The strip is display-only. Composer input still goes to the director, and the strip never answers or clears a worker's ask. Wake scheduling, send_input, ask_director and stall policy are unchanged, and ask_operator prompts stay separate.
• Documents the strip in docs/TUI.md.

Verification

• bun run check passes (lint, typecheck, dead exports, build, full test suite: 8610 pass, 0 fail)
• Tests cover the view model, chrome placement at full and narrow widths in both themes, repaint invalidation, and wake integration, including that composer submits and ask_operator or permission gates never activate or clear the strip

Display-only WORKER WAITING strip verified end-to-end — snapshot lifecycle, identity, teardown clears, and the no-interference invariant all confirmed (180 targeted tests green). One doc nit: the example strip omits the (send_input) hint the full-width tier renders. Everything else is clean.
