A step title that falls through to a shell command keeps the first line and stops at 80 characters. A caller-supplied label is unchanged, and a blank command falls through to the step name. The command stored on the span is unchanged.

Verified with bun run check and bun run build.

Closes CL-11451

A step with no label was using the whole shell command as its title.
Keep the first line, and stop at 80 characters.

Count command and reasoning titles in code points so a cut inside an
emoji does not leave a lone surrogate. Character limits stay the same.

Same Tool view, same 1440×900 canvas. The earlier after image was a 50px crop of a different layout. This replaces it.

e12207a shows the clipped command in that Tool. The heading is the first line, cut with an ellipsis. The Input still holds the full command, including echo done.
