Triage now runs the same rules and actions on this repository as on corbits-triage.

• The policy file keeps this repository's limits of 30 files and 3,000 lines and its own reasons, and adds linked-issue, focused, forbidden paths, conventional commits, hidden content, duplicate detection, CI and lockfile notes, risk, the no-AI-attribution rule, the conventions preset, the invented-fallbacks patterns and a no-any rule.
• On Fail, Triage closes a pull request that has no linked issue and requests changes otherwise. On Pass it approves for the two maintainers and asks a maintainer to review external authors. On Unsure it assigns a maintainer.
• The pattern rules that name corbits-triage's own packages and server logging are left out, since they do not apply here.
• CI gains the policy check job on pull requests, pinned at the current action commit.
• CONTRIBUTING.md says that a pull request without a linked issue is closed.

Verified by running the policy checker from the contracts package against the file for corbitsdev/react-ui, which reports it valid, and by the policy check job on this pull request.
