chore: sync release 2.7.0 back to main - #236

release-it prepended its own 2.7.0 heading above the written one. Its bullets name the sync workflow's own fixes and the plugin listings; the three new tools, the withdrawn one and the launcher option it cannot see are what the written entry is for, and each generated bullet is already rolled up there.
