DAOS-14166 cart: Add versioning support to RPC headers

Cart RPC header redesign:

• Added support for versioning
• Minor version changes/header additions are backwards compatible
• Separated request from reply headers, sharing same 'envelope' for versioning
• Deadlines extended to 8 bytes, allowing in future better timeout granularity
• Destionation rank:tag now occupy single 4-byte storage (24 bits rank, 8 tag), matching how (rank:tag) key is constructed for URI and HG caches
• Rolled mercury RPCID we register for to disallow pre 3.0 requests
• header unit-test added

Changes take input/output from being 40B each to 44B for input and 24B for output.

Steps for the author:

• Commit message follows the guidelines.
• Appropriate Features or Test-tag pragmas were used.
• Appropriate Functional Test Stages were run.
• At least two positive code reviews including at least one code owner from each category referenced in the PR.
• Testing is complete. If necessary, forced-landing label added and a reason added in a comment.

After all prior steps are complete:

• Gatekeeper requested (daos-gatekeeper added as a reviewer).
