Preserve header-storage errors during proof validation.

If get_header(diff_end_height) fails, MasternodeListValidator::validate_coinbase_proof converts the read error into SmlError::BlockHashLookupFailed (in dash-spv/src/validation/masternode_list.rs, Lines 26-56). This call then returns FeedError::Refused for a storage failure. Replay skips the message, and a live feed cannot distinguish the failure from a rejected diff. Propagate the read error as FeedError::HeaderStorage; reserve refusal for a missing or mismatched header. As per coding guidelines, “Use domain-specific error types,” including StorageError for data persistence problems.

only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

Review comment at @dash-spv/src/sml_engine.rs at line 1028:
Update the error handling for `MasternodeListValidator::validate_coinbase_proof`
so header-storage read failures propagate as `FeedError::HeaderStorage`, while
missing or mismatched headers remain refusals; preserve the underlying
domain-specific storage error instead of converting it to
`BlockHashLookupFailed` and then `FeedError::Refused`.
