The Fair Store publisher could not represent multiple source portals faithfully: it collapsed organizations, rewrote dataset names, dropped metadata, and duplicated resources on reruns.\n\nThis adds a dry-run-first, collision-checked CKAN mirror that preserves source organization, dataset, and resource names and UUIDs, nests publishers beneath a source-portal organization, reuses shared category names safely, and attaches matching qsv profiles without replacing source descriptions. The local Fair Store now runs CKAN 2.11.3 with the official hierarchy extension pinned to a tested commit.\n\nValidation:\n- Ruff passed\n- focused Fair Store suite: 10 passed\n- read-only WPRDC preflight: 25 organizations, 371 datasets, 2,545 resources\n- local CKAN 2.11.3 apply and idempotent rerun passed\n- confirmed the copied source URL, description, UUIDs, tags, extras, hierarchy, and qsv dictionary through the CKAN API
