Improves the Python test runner's correctness checks and avoids unnecessary work.\n\nHighlights:\n- preload baselines and index only needed fixtures\n- make timeout, fail-fast, diagnostics, dccpeep, narrow-diff, and extended-suite handling more robust\n- improve performance-baseline and reporting behavior\n- preserve correct exit-status aggregation and build validation\n\nValidated with the main suite, fast/narrow-diff, and extended-suite runs.
